Chemutai clocked 9:16:07 behind world record holder Beatrice Chepkoech (9:15:61) of Kenya at the University of Ghana in Accra.
Tefera Lomi Muleta from Ethiopia bagged the bronze medal after running 9:16:63 in third.
Chepkoech made her intentions clear as she got off to a fast start, with Chemutai and Muleta failing to catch up after a late surge.
