"This is a special place for me, Hoima is home and I already feel welcome here," the midfielder was quoted by the club media.
"I will give my best performance for sure and help my new team win games and also stay in the top flight,” he added.
New Kitara head coach Brian Ssenyondo is a huge admirer of the player and feels he will thrive in his attack-minded style of play.
The St Mary's Secondary School, Kitende graduate departed Vipers for the second time in his career at the end of last season after seeing out his contract.
He is a three-time Uganda Premier League champion and a one-time Uganda Cup winner with the Venoms.
At Vipers last season, the 24 year-old played 11 league matches, a truly disappointing return, given his natural ability.
