The towering defender has been a free agent after leaving West Nile powerhouse Arua Hill SC following the expiry of his two-year contract.
While he only signed his contract on Tuesday evening, Toha has already joined his teammates for Wednesday training as they hope for a significant show in the league.
Toha was an influential player for Arua Hill, taking on the team's captaincy during his two-year spell at the club.
He featured in 46 league matches during his spell with the Kongolo and netted five goals last season as Arua Hill finished fourth.
Toha snubbed URA FC after the pair had reached a verbal agreement on a deal before he made a turnaround.
He has previously featured for another West Nile side, Onduparaka FC and Uganda Premier League champions Vipers SC.
At Police in Kenya, he has been unveiled among former Uganda Premier League star and countrymate Tito Okello.
