The Tanzanian giants are reported to have now moved onto Benson Omala after missing out on Cape Town City's attacker Khayisha Mayo.
It was during that tournament that Okoth scouted Omala, and the retired footballer has revealed how he struggled to get a club for the in-form K’Ogalo forward.
"In 2019, I equally met and worked with Omalla as the Chapa Dimba national finals mentor/scout courtesy of Safaricom," Okoth said in a post on his Twitter handle.
"We tried to contact a few clubs, but none were willing to give these champs (alongside Ulinzi Stars' Lucas Maina) a chance."
