In total consideration of all the factors, the CDP hereby orders that the Stanbic Uganda Cup match no 33 between BUL FC and S.C Villa be replayed.
FUFA has made a shocking move to order the Stanbic Uganda Cup match between BUL and SC Villa to be replayed.
The match that took place on Friday 17th, February at the FUFA Technical Centre in Njeru saw BUL eliminate the Jogoos 1-0 following a Ronald Otti 7th-minute goal.

However, deep in the second half, Charles Bbale saw his strike flagged down by the second assistant referee Khalid Muyaga.
Joseph Kafumbe had picked a loose ball inside the box before but he was denied by the upright. Bbale tapped in the rebound but the flag was up.
The FUFA Referees Standing Committee suspended the referee just hours after the game.

Appeal
Villa appealed to the FUFA Competitions Disciplinary Panel (CDP) praying for a replay.
Besides the wrongly cancelled goal, Villa complained about the manner in which the hosts allegedly treated them before the game by denying ‘them access to the dressing room and field for warm-up”.
A report from the FUFA Referees Panel indicated that Muyaga Khalid admitted that he made an incorrect decision of denying the SC Villa a goal.
Ruling
“This panel found out that the assistant referee Mr. Muyan=ga Khalid’s decision to cancel the goal scored by Villa player shirt no 14 was extraordinarily wrong and the said decision exceeded the reasonable degree of human error that is expected in the game,” the CDP pronounced.
As a result, such extraordinary factors necessitate a decision to order the two clubs to replay the match
“In total consideration of all the factors, the CDP hereby orders that the Stanbic Uganda Cup match no 33 between BUL FC and S.C Villa be replayed. Each party shall cater for its own costs for preparation of the match,” FUFA ruled.
“The assistant referee confirmed that by the time he realised that he made an incorrect decision, he could not change it. He regretted his decision and the impact caused on the final results of the game.”
FUFA did not reveal whether the referee was punished as well.
