Libya is recovering from a civil war that lasted six years; a lot of infrastructure was destroyed, but Okello credits Libya for standing up from the ruins and putting up a facility.
Uganda' and 'sports infrastructure' are two phrases that can never be used in one sentence, especially if it has to do with what the government has accomplished.
Okello James, also known as James Bond, a trained security expert, always takes the opportunity to throw jabs at the government or sports administrators whenever he gets the chance.
While on CAF duty in Libya at the Beninah Martyrs Stadium, Okello was on hand to explain the need to construct a small stadium that could easily be managed in Uganda.
"I have come to the Beninah Martyrs Stadium in Libya. This stadium has been cleared by CAF and FIFA to host international matches. I have always told you that in Uganda, we don't need very big stadiums," Okello noted.
"We need small stadiums like this 10,000-capacity one but with all the facilities necessary to host international matches. The playing turf is fine and approved by CAF; it is an all-seater with a perimeter wall.
“I think this is what we need in Uganda: small, manageable stadiums, not very big stadiums that we can't maintain," he continued.

"I thank the Libyans for managing to build a stadium despite the civil war, and this has actually brought peace to the country," he said.
James Okello is a trained Confederation of African Football security expert with a wealth of experience having handled security at huge tournaments like the Africa Cup of Nations, the CAF Champions League, and Confederations Cup games, to mention a few.
The newly constructed Beninah Martyrs Stadium is located in Benghazi, Libya, and is home to up to three Libyan top-flight clubs.
