Mbabazi and Kobugabe truimphed over Algeria's Halla Bouksani and Tanina Violette Mammeri on Sunday.
The Uganda Men and Women's Rugby teams then delivered the final gold medals for the country on the same day.
Football (men), weightlifting (two from Davis Nioyita), badminton (Kobugabe), athletics (two from Peruth Chemutai and Halimah Nakaayi) all delivered silver medals for Uganda at the event.
There were also bronze medals from Gloria Muzito (Swimming), Niyoita (weightlifting), Fadillah Shamika (badminton), Joyce Lalam (Javelin), Innocent Tumusiime (boxing), Kassim Murungi (boxing), and Muzamir Ssemuddu (boxing).
The Uganda U20 Women's team, the Cricket Cranes and the Men's 3×3 Basketball team all delivered bronze medals to Uganda.
