"Rugby vets (veterans) should take over the leadership positions in the sport," Mubiru noted on the sidelines of a training session at Kyadondo.
"Because they have been there and have the experience. They can be club chairmen, treasurers and Excom members," he added.
The former hooker is among the many former Ugandan players preparing for the upcoming legends clash against perennial rivals Kenya set for 27th May 2023 at Kyadondo Rugby Grounds.
"It's going to be an epic battle because it will reignite the rivalry that had gone away, but overall," he noted.
"It will be an interesting experience for the new and old fans to watch the legends they never saw play."
"It's a win-win for East African rugby because we need to reignite the vets culture," he added.
Mubiru, described by many as one of the best hookers in Ugandan rugby, was part of the 2007 Rugby Cranes squad that conquered Africa by winning the CAR tier 1A 15s title.
'Musava's two decades at Heathens also produced twelve Nile Special Rugby Premiership titles, eight Uganda Cups and eight national sevens titles.
